PROBLEM TO BE SOLVED: To provide a method and a device for efficient data distribution to a group of users.SOLUTION: In one aspect, the method includes detecting one or a plurality of requests for information, determining whether the information is broadcast, and transmitting the information by broadcast transmission based upon the determination. In another aspect, a device is provided which distributes the information. The device includes a detector configured to detect the one or plurality of requests for the information, a determination module configured to determine whether the information is broadcast, and a transmitter configured to transmit the information by broadcast transmission based upon the determination.

SOLUTION: Each of a plurality of communication devices converts information signals into data packets suitable for transmission through a data network, such as the Internet. The data packets are transmitted through the data network to a communication manager. The communication manager acts as a configurable switch, allowing communication from any communication device to be routed to the plurality of communication devices. SOLUTION: In the method and the apparatus for delivering information to a mobile station in a special form, for example, short data burst (SDB) form if the information is smaller than a predetermined size limit includes, the information is encapaulated inside a frame, the frame is sent to a server 110 for delivery the information to mobile stations 102, 104, 106, then the information from the frame and deliver is extracted by the server 110, and the information is delivered to the mobile station through a forward common channel. A processor converts information signals into packet data suitable for transmission over a distributed network. The processor also has identification information, and updates its identification information when its current identification information has or is about to change. The processor then transmits its new identification information to the controller. The push-to-talk communication device also comprises a user activated mechanism to activate a transmitter when a user of the communication device wishes to transmit packet data to the controller.
