Abstract:
Provided is a broadcast control apparatus that realizes broadcasting to a predetermined distribution area, as in an existing public mobile communication network in a communication system using a femto cell base station. The broadcast control apparatus includes a database, in which location information of the femto cell base station existing in a predetermined distribution area section is associated with the distribution area section. The broadcast control apparatus also includes update means for updating the association in the database based on the location information of the femto cell base station received by reception means.

The apparatus includes: orthogonal transforming means for orthogonally transforming an input video signal for each element block, quantizing means for quantizing each obtained transformation coefficient using a quantization parameter; coding means for coding the quantization parameter; decoded picture generating means for generating a reference picture signal for a motion compensation prediction from the quantized results of the quantizing means; filtering means for filtering the obtained reference picture signal at a strength corresponding to the quantization parameter when a non-zero effective transformation coefficient is present with respect to the element block; and controlling means for controlling at least anyone of transformation coefficients to be not zero, when all of the transformation coefficients are zero. This allows, even when all of the quantized results of the transformation coefficients of the element blocks are zero, coding of quantization parameter of current element block and control of filtering strength.

A Femtocell base station has a determination means and a transmission means. The determination means, upon receiving a location update request message from UE (User Equipment), determines whether a first message that prompts the UE to again attempt a location update should be transmitted to the UE, whether a second message that prompts the UE to divert to another network should be transmitted to the UE, or whether a third message that notifies the UE that the location update request is accepted should be transmitted to the UE. The transmission means transmits to the UE either the first message, or the second message, or the third message in accordance with the determination of the determination means.

A fuel cell stack, an example of the fuel cell stack, is configured by alternately overlaying first electricity generating units and second electricity generating units in the horizontal direction. The first electricity units are each provided with a first fuel gas flow path, a first oxidant gas flow path, a second fuel gas flow path, and a second oxidant gas flow path, and the flow paths are set to the same phase in the overlaying direction. The second electricity generating units are each provided with a first fuel gas flow path, a first oxidant gas flow path, a second fuel gas flow path, and a second oxidant gas flow path which are set to the same phase in the overlaying direction and are set to a phase different from the phase of the flow paths of the first electricity generating units.

There has been a problem that the cell units cannot bear the load exerted on the units while being stacked since a fuel cell stack including a refrigerant channel formed between cell units each having an even number of electrolyte/electrode structures (MEA) and metal separators which are alternated does not have any structure supporting the separators forming the refrigerant channel in a stacking direction. In order to solve the above problem, in each of a first power generating unit and a second power generating unit, projections formed at the buffer portions of the separators are disposed in the same positions in the stacking direction with the MEA interposed therebetween. Since between the first and second power generating units, the projections of the buffer portions are staggered, the projections of the first and second power generating units are thereby disposed in the same positions in the stacking direction.

A fuel cell includes a membrane electrode assembly and separators which are stacked. A fuel gas channel allows a fuel gas to flow along a surface of one of a pair of electrodes. An oxidant gas channel allows an oxidant gas to flow along a surface of another of a pair of electrodes. A channel width of the oxidant gas channel in a central portion of the oxidant gas channel in a channel width direction is larger than a channel width of the oxidant gas channel in both end portions of the oxidant gas channel in the channel width direction. A channel width of the fuel gas channel in a central portion of the fuel gas channel in a channel width direction is smaller than a channel width of the fuel gas channel in both end portions of the fuel gas channel in the channel width direction.

In order to realize hand over between an existing communication network and an FAP in a communication system with a different communication procedure, without requiring improvement of an existing communication system, a gateway device and the Femto Access Point configure virtual RNC means which is recognized as an RNC by an RNC when communication with the RNC is performed, and if the hand over is performed between a BTS and the Femto Access Point, the virtual RNC means transmits and receives a message containing hand over information for call control to and from the RNC.
