Abstract: There is provided a heat insulating window film disposed on the inside of a window, including: a support; and a fibrous conductive particles-containing layer disposed on the support, in which the fibrous conductive particles-containing layer contains fibrous conductive particles, the fibrous conductive particles-containing layer is disposed on a surface of the support on a side opposite to the surface of the window side, and a resistivity of the fibrous conductive particles-containing layer is equal to or greater than 1,000 Ω/□.
