A system and method are described herein that enable a vehicle user to establish, store (in a limited access storage location), and restore personalization information for the vehicle user on a vehicle. In particular the system manages personalization information to configure settings for a registered vehicle user in a vehicle including a telematics unit. The system is configured to carry out the method including establishing, for the registered vehicle user, a personalization information dataset within a networked vehicle user database. The system is further configured to submit a request to download the personalization information dataset from the networked vehicle user database, the request identifying the registered vehicle user and the vehicle. The system is also configured to download in accordance with the request to download, via a mobile wireless link to the telematics unit, values from the personalization information dataset to the telematics unit of the vehicle.

A vehicle backend system and a method of using the backend system to determine availability of a cellular connection between the backend system and a vehicle prior to the backend system attempting to establish the cellular connection. The method includes: determining at the backend system that a vehicle service is to be provided to the vehicle; based on the determination, transmitting from the backend system to a wireless service provider (WSP) or a WSP server a query associated with the connection status of the vehicle; in response to transmitting the query, receiving at the backend system a response to the query, wherein the response indicates that the vehicle is either in a connected state or an un-connected state; and when the vehicle is in the connected state: attempting to establish the cellular connection between the backend system and the vehicle; and when the cellular connection is established, providing the vehicle service.

A system and method are described herein for acquiring and maintaining, in a centralized repository, driver and vehicle information for the purpose of rendering a rating for individual drivers and vehicles in accordance with established criteria and standards. A driver rating indicates the relative desirability of the particular driver given the expected wear and tear upon a vehicle arising from driver's use of the vehicle. A vehicle rating indicates the relative desirability of the particular vehicle given the use and maintenance history. Additional information is also maintained in the centralized repository that could be used to indicate an event for which a surcharge or discount is applicable. Thereafter, specified filtering criteria are applied bi-laterally to determine a set of rated vehicles that can be used by a particular rated driver.
