Abstract: Certain aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment may receive, from a 4G/LTE device and via a 5G/NR base station, a first handover command message identifying at least one of a measurement configuration or a measurement gap for identifying a 2G/3G cell, wherein the first handover command message is associated with a 5G/NR to 2G/3G handover of the UE via 4G/LTE; transmit, to the 4G/LTE device and via the 5G/NR base station, a measurement report regarding the 2G/3G cell based at least in part on the measurement configuration and/or the measurement gap; and tune to the 2G/3G cell based at least in part on a second handover message, received from the 4G/LTE device via the 5G/NR base station, for performance of the call via the 2G/3G cell. The control plane message may include one or more types of policy information if a size of the one or more types of policy information is less than or equal to a maximum payload size of the control plane message, or information indicating at least a network location from where the one or more types of policy information may be obtained by the UE over a user plane if the size of the one or more types of policy information is greater than the maximum payload size of the control plane message, or a combination thereof. Abstract: Techniques are discussed herein for supporting periodic or triggered location of a user equipment (UE) using Early Data Transmission (EDT). A location server (LS), such as a 5G LMF, sends a request to a UE for periodic or triggered location and includes a request and/or criteria for using EDT. After confirming the request, the UE monitors for periodic or triggering events and, for each detected event, sends an event report to the LS which may include location information. In embodiments, the UE establishes a signaling connection with a RAN node but not with a core network to send the event report using EDT. The RAN node may then release the signaling connection, either immediately or after the LS returns a single response to the UE.

Abstract: Aspects encompassing public land mobile network (PLMN) configurations are disclosed. In one example, first and second PLMN configurations are determined, and a parameter having a common identifier between a hybrid PLMN and a PLMN from a different PLMN configuration is identified, such that the hybrid PLMN may connect with a first or second core network type. Inclusion of the common identifier is limited to either the first or second PLMN configuration via an index, and the first and second PLMN configurations are transmitted. In another example, first and second PLMN configurations are received, and a hybrid PLMN in one of the two PLMN configurations is selected. A determination is made whether to use the hybrid PLMN to connect with a first or second core network type. Whether a hybrid PLMN parameter was ascertained via the first or second PLMN configuration is reported. Other aspects, embodiments, and features are also included.

Abstract: A core network receives data from at least one of an AF, a DN, or a UE. A UPF having small data capability processes the data for transport with a low overhead and without initiating a bearer set up protocol. The data may be transported between the UE and the UPF as an RRC payload over a NAS protocol. The data may be received from an AF or DN external to the core network and may be processed to transport the data to the UE based as an RRC payload. The data may be received as uplink data from a UE, e.g., in an RRC payload. The UPF may process the RRC payload to obtain the data and may transport the data to the AF or DN. The UPF may perform IP header compression, data encryption, and/or buffering of data for a UE in an idle mode.

A Session Management Function (SMF) processes the data for transport with a low overhead as a session management (SM) payload over a Non Access Stratum (NAS) protocol. The data may be received from an AF or DN external to the core network and may be processed to transport the data to the UE based as a SM payload. The data may be received as uplink data from a UE, e.g., in an SM payload. The SMF may processed the SM payload to obtain the data and may transport the data to the AF or DN. The SMF may perform IP header compression, data encryption based on an SMF encryption key, and/or buffering of data for a UE in an idle mode.

Abstract: Disclosed are techniques for supporting inter-RAT mobility of a UE in an eCall-only mode. In an aspect, the UE establishes a communication session for an eCall or a test/reconfiguration call, releases the communication session for the eCall or test/reconfiguration call, starts a timer based on at least one of (i) release, by the UE, of a PS signaling connection for a UMTS access for the communication session, (ii) expiration at the UE of a READY timer for GPRS, wherein the READY timer was started by the UE following a PS handover of the communication session from an LTE access to a GSM-GPRS access, (iii) intersystem change by the UE from an LTE access to a GSM-GPRS access or a UMTS access, or (iv) intersystem change by the UE from a GSM access or a UMTS access to an LTE access, and performs an eCall inactivity procedure when the timer expires.
