Abstract: Methods and apparatuses for offloading traffic from a third generation partnership project (3GPP) access network to a non-3GPP access point (AP) are disclosed. A 3GPP access network entity may receive subscription information associated with a wireless transmit receive unit (WTRU). The 3GPP access network entity may further receive traffic associated with the WTRU. The 3GPP access network entity may further determine whether to offload the traffic to the non-3GPP AP based on the subscription information. The 3GPP access network entity may also forward the traffic to the non-3GPP AP based on its determination.

Abstract: Systems and methods are disclosed for a WTRU to operate using multiple schedulers. The WTRU may exchange data with the network over more than one data path, such that each data path may use a radio interface connected to a different network node and each node may be associated with an independent scheduler. For example, a WTRU may establish a RRC connection between the WTRU and a network. The RRC connection may establish a first radio interface between the WTRU and a first serving site of the network and a second radio interface between the WTRU and a second serving site of the network. The RRC connection may be established between the WTRU and the MeNB and a control function may be established between the WTRU and the SCeNB. The WTRU may receive data from the network over the first radio interface or the second radio interface.

Abstract: A wireless transmit/receive unit (WTRU) is configured to receive at least three sets of parameters associated with power saving. A first set of the parameters is associated with an idle state. A second set of the parameters is associated with a connected state. A third set of the parameters is associated with not being in a connected state and remains registered with a network and maintains a packet data network (PDN) connection. The WTRU is configured to enter active times based on the third set of parameters on a condition that the WTRU is not in the connected state and remains registered with the network. During the active times, the WTRU is configured to monitor physical downlink control channels (PDCCHs) for paging messages.

Abstract: A method and apparatus for multiple radio access technology (multi-RAT) access mode operation for a wireless transmit/receive unit (WTRU) are disclosed. A WTRU and a network may enable a multi-RAT access mode of operation based on at least one of WTRU subscription, a service agreement of the WTRU, a roaming status of the WTRU, a selected access point name (APN), an Internet protocol (IP) flow class, a subscriber profile identity for the WTRU, requested quality of service, or a proximity indication indicating proximity to a cell supporting multi-RAT access mode. The WTRU may send a capability indication of support of multi-RAT access to a network, wherein the multi-RAT access mode is enabled based on the capability indication. A partial handover of bearers may be performed. In performing the handover, the target cell is determined based on a priority rule.

Abstract: Techniques for congestion management in a communication network are contemplated. For example, a wireless transmit receive unit (WTRU) may include a Radio Resource Control (RRC) layer and a Non-Access Stratum (NAS) layer. The RRC layer may receive an indication for a service, for example from the NAS. The indication may be interpreted as a request for the particular service indicated. For example, the indicated service may correspond to at least one of: a mobile originated (MO) voice communication, a circuit switched fallback (CSFB) supplementary service (SS), or a MO short message service (SMS). The RRC layer may receive a signal from a network indicating that one or more services provided by the network are allowed. The RRC layer may send a connection request to the network for the service sought by the NAS if that service is one of the one or more services allowed.

Abstract: Methods for paging for reduced band-width wireless transmit/receive units, WTRUs, in machine type communication, MTC, are provided. A WTRU determines (610) a paging narrowband, NB, for the WTRU, to use for monitoring an MTC physical downlink control channel, M-PDCCH, based on at least the most significant bits, MSBs, of a function of a WTRU-identifier, WTRU-ID. The WTRU monitors (620) for the M-PDCCH on the determined paging NB for the WTRU. The WTRU then receives (630) a downlink control information, DCI, on the monitored M-PDCCH on the determined paging NB during a paging occasion, PO. The WTRU then receives (650) a physical downlink shared channel, PDSCH, associated with the M-PDCCH. Alternatively, the WTRU monitors (420) the M-PDCCH in the M-PDCCH search space, wherein the M-PDCCH has a starting enhanced control channel element, ECCE, index for a WTRU group containing the WTR, and wherein the M-PDCCH includes (430) the DCI.

Abstract: A method and apparatus for machine type communication (MTC) authentication and triggering may be performed by an MTC interworking function (MTC-IWF). On a condition an Internet protocol (IP) connection does not exist between a services capability server (SCS) and an MTC device, a device trigger message may be received by the MTC device over a Tsp interface. The device trigger message may include a cryptographic key and may have an associated level of urgency. The method may further comprise determining a level of network congestion and transmitting the device trigger, including the received cryptographic key, to the MTC device in accordance with the associated level of urgency. A report may be sent to the SCS, associated with the determined level of network congestion, to indicate either success or failure of the device triggering procedure. The received cryptographic key may be used to secure an IP connection.

Abstract: Disclosed herein are techniques for inhibition of allowed closed subscriber group list. According to an aspect, a method may be implemented at a wireless transmit/receive unit (WTRU). The method may include identifying a public land mobile network (PLMN) in which the WTRU is operating. Further, the method may include controlling closed group subscriber (CSG) selection based on the identified PLMN. For example, on a per PLMN basis, the WTRU may display to the user all CSGs or only CSGs in an operator CSG list.
