A switched mode power supply has a sense transformer (TX2) with three windings. A first (primary) winding (WD) is in series with the primary winding (WP1) of the power transformer (TX1). Current regulation of the output is provided via a second (sense) winding (WS). A detachable balloon system includes an inflatable balloon with a self-sealing valve. The balloon has an elastomeric membrane and a proximal opening. The self-sealing valve is made up of a valve body for receiving an inflation instrument to inflate the balloon. The valve body is preferably formed of a biocompatible elastomeric material and includes a base portion and a sealing portion. The base portion is bonded to the elastomeric membrane so as to seal the proximal opening of the balloon. The sealing portion is located within the balloon and extends distally from the base into the balloon. The sealing portion is compressibly sealable in response to a pressure within the balloon following inflation of the balloon and removal of the inflation instrument. A balloon dispenser for housing a balloon prior to receipt of an inflation instrument is also described.

A method for fabricating a semiconductor device in a substrate. Active regions are defined within the substrate using a thin oxide layer and a silicon nitride layer with portions of the silicon nitride layer being etched away to expose the thin oxide layer. Field oxide regions are formed over regions other than the defined active regions. These field oxide regions are located between the active regions. The remaining portions of the silicon nitride layer and the thin oxide layer are removed and a sacrificial oxide layer is then grown on the surfaces of the active regions. A first mask, a N-well mask, is formed for implanting N-type dopants. A buried layer implanted using P-type dopants with the first mask in place. Thereafter, the N-well regions are implanted. The first mask is removed and a second mask is formed to define regions for implanting P-well regions using P-type dopants. The P-well regions are implanted using P-type dopants.

An ESD protection system that makes use of several different types of over-voltage protection devices provides ESD conduction paths between different power lines. For example, the system may employ shunt diodes between the ground lines of the different power supplies and between I/O pads and power supply lines; SCR protection between I/O pads and ground; and thick field device protection between different power supply V.sub.DD lines. In this way, a conduction path for an ESD event between two input, output power and ground pads may be implemented using the device whose switching characteristics are best suited to that application.

The present administration arrangement disables any idle system apparatus which would be affected by the administration changes being made. In the station administration mode once the selected station is idle it is held in a forced idle state until administration is completed. During the system administration mode all idle stations are held in the forced idle state and all idle central office lines are placed in a forced busy state until system administration is completed. Station visual and audible signals indicate the administration status to system users. At the conclusion of administration, any forced idle stations and forced busy central office lines are returned to the normal state.

A switched mode power supply in which the power switch (TR1) is modulated by a resistance-capacitance oscillator (COM, R1-R5, CT). During each on-period of the switch (TR1) a secondary winding (WS) of a sense transformer (TX2) develops a unipolar sense voltage which is applied to a capacitor (CT) in the oscillator while it is charging, so as to vary the charging time and hence the on-period, the off-period of the switch (TR1) being constant.
