    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive a response message associated with a random access message, wherein the response message includes an identifier of the UE; select a format of an uplink channel or an uplink signal for acknowledging successful decoding of the response message; determine a transmit power for hybrid automatic repeat request (HARQ) acknowledgment (ACK) information based at least in part on at least one of: a message type of the response message, a mode of random access associated with the random access message, a power control configuration used by a previous transmission of the random access message, or the format of the uplink channel or the uplink signal; and transmit the HARQ ACK information using a power control procedure based at least in part on the transmit power.     Abstract: Certain aspects of the present disclosure provide techniques for determining a timing advance (TA) for a handover in a network, such as a non-terrestrial network, A method that may be performed the UE includes receiving, from a source base station (BS), a handover command instructing the UE to hand over to a target BS, obtaining an indication of a timing advance (TA) for communicating with the target BS, wherein the indication of the TA for communicating with the target BS is based, at least in part, on a TA used for communicating with the source BS and a first time difference between a first reference signal associated with the source BS and a second reference signal associated with the target BS, and transmitting, based on the handover command, one or more signals to the target BS using the TA for communicating with the target BS.
