    Abstract: A method of wireless communication by a user equipment (UE) calculates a propagation delay for sending a message from the UE to a network node, such as a base station, via non-terrestrial communications. The method sends a random access preamble to the base station while accounting for the calculated propagation delay. The method starts a random access response (RAR) window at a first physical downlink control channel (PDCCH) occasion after twice the calculated propagation delay from sending the random access preamble. The method receives a random access response (RAR) message from the base station during the RAR window. The RAR message includes an uplink grant indicating an uplink shared channel resource. Further, the method sends an uplink message to arrive during the uplink shared channel resource while accounting for the calculated propagation delay.

    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive a notification of a change to multicast broadcast (MB) control information associated with at least one MB service to which the UE is subscribed, the MB control information being included in an MB control channel (MBCCH) scheduled by a physical downlink control channel (PDCCH) communication addressed to an MB radio network temporary identifier (MB-RNTI); and monitor one or more resources of the MBCCH to receive updated MB control information based at least in part on receiving the notification of the change to the MB control information.     Abstract: In an example, a method of wireless communication of a base station may include assigning, by the base station, one or more resources to a group comprising a plurality of UEs that includes a first UE. The method may include receiving, by the base station from the first UE, a message on the one or more assigned resources.     Abstract: Various features presented herein facilitate early data transmission (EDT) in eMTC and NB-IoT. In certain aspects, a UE (e.g., an eMTC and/or NB-IoT type device), may receive an indication in a SIB from a base station that may enable EDT by the UE. The UE may transmit a random access request based on the SIB. The UE may further receive an MCS index in an RAR, and transmit a connection request (e.g., Msg3) to the base station based on the MCS index and the indication in the SIB. Some aspects described herein relate to an improved rate matching technique. In certain aspects, a UE may be configured to transmit a connection request message to a base station based on at least one of an increased number of RVs than a number of RVs for other transmissions from the UE or rate matching performed across more than one subframe.

    Abstract: Certain aspects of the present disclosure relate to techniques for secondary cell (SCell) configuration signaling and activation procedures. For example, certain aspects provide a method for activating at a user equipment one or more secondary cells of a target base station. The method includes transmitting a measurement report for the one or more secondary cells. The method includes receiving secondary cell activation information for the user equipment from the target base station prior to completion of connection of the user equipment to the target base station, wherein the secondary cell activation information indicates the one or more secondary cells. The method includes activating the one or more secondary cells at the user equipment after completion of connection to the target base station.
