Abstract: Methods, systems, and devices for wireless communications are described for capability indications by a reduced capability user equipment (UE) and UE-based performance measurement parameter reporting or self-organizing network (SON) parameter reporting based on the capability indications. A reduced capability UE may transmit a set of capabilities to a base station that indicate various types of parameter reporting that are supported at the UE. The base station may identify the UE as a reduced capability device, and set one or more reporting parameters based on the indicated UE capabilities. The base station may provide a reporting configuration to the UE with the one or more reporting parameters, and the UE may provide reporting of measured parameters (e.g., performance measurement parameter reporting or SON parameter reporting) based on the reporting configuration.

Abstract: Aspects described herein provide designs to reduce the probability of persistent PF/PO conflicts of different subscriptions for a multi-SIM/USIM UE. A base station may be configured to determine a first conflict avoidance PO based on one or more modified parameters associated with the first conflict avoidance PO. The base station may be further configured to transmit a first paging message in the first conflict avoidance PO in a first DRX cycle. A UE may be configured to receive the one or more modified parameters in SIB. The UE may be configured to determine the first conflict avoidance PO based on the one or more modified parameters. The UE may be further configured to receive the first paging message in the first conflict avoidance PO in the first DRX cycle.

Abstract: In some wireless communications systems, devices may support minimization of drive test (MDT) reporting, quality of service (QoS) reporting, and quality of experience (QoE) measurements. A user equipment (UE) and the serving base station may obtain measurements in accordance with a measurement configuration that indicates various triggering events or reporting adjustment factors associated with the measurements. The measurement configuration may indicate a triggering event such as the start of an application or service at the UE, and the UE may obtain MDT or QoE measurements based on identifying the application or service. Additionally, the serving base station may obtain MDT and QoE measurements based on identifying the application and service or a notification from the UE. The UE and the serving base station may identify reporting adjustment factors based on network slicing, area configurations and times of the day affecting the reporting interval and reporting amount for the measurement report.

Abstract: Methods, systems, and devices for wireless communications are described. A communication link between the UE and a serving base station may be established. The UE may measure, at an application layer of the UE, a set of quality of experience variables associated with different service types. The UE may measure, at an access stratum of the UE, a set of radio resource management variables associated with the communication link between the UE and the serving base station and a communication link between the UE and a corresponding set of one or more neighboring base stations associated with the communication links. The UE may transmit a measurement report to the serving base station indicating information associated with the quality of experience variables and the radio resource management variables in a multi-layer readable format.
