    Abstract: This disclosure provides systems, methods and apparatus, and computer programs encoded on computer storage media, for managing cross-carrier scheduling. In one aspect, a processor of a wireless device may determine whether downlink control information (DCI) received from a secondary cell schedules communications on a primary cell, and may determine cross-carrier scheduling of communications on the primary cell in response to determining that the DCI received from the secondary cell schedules communications on the primary cell. In another aspect, processor of a network device may schedule communications on the primary cell in the DCI of the secondary cell, and may perform cross-carrier scheduling of communications on the primary cell based on the DCI of the secondary cell.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may be configured to satisfy an uplink transmission power criterion, such as a specific absorption rate (SAR). The UE may be scheduled to transmit a first uplink message via a first frequency band and a second uplink message via a second frequency band. The UE perform power scaling on the first frequency band and the second frequency band to satisfy the uplink transmission power criterion. For example, the UE may select a first transmission power level for transmitting the first uplink message and a second transmission power level for transmitting the second uplink message based on a function of UE transmission power level over a preceding time interval. The UE may perform uplink power aggregation techniques to temporarily boost transmit power while satisfying the uplink transmission power criterion.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may communicate with a base station in a wireless communications system. The UE may perform a random access procedure to communicate with the base station. The base station may configure the UE with different sets of preamble parameters for different types of UEs. The UE may generate a random access preamble based on the sets of preamble parameters according to the type of the UE. The base station may indicate a location of the base station to the UE. The UE may identify a location of the UE. The UE may determine a pre-compensation timing based on a distance from the two locations. The UE and the base station may transmit subsequent communication according to the random access preamble, the pre-compensation timing, or any combination thereof.

In some aspects, a user equipment (UE) may receive a notification of a change to multicast broadcast (MB) control information associated with at least one MB service to which the UE is subscribed, the MB control information being included in an MB control channel (MBCCH) scheduled by a physical downlink control channel (PDCCH) communication addressed to an MB radio network temporary identifier (MB-RNTI); and monitor one or more resources of the MBCCH to receive updated MB control information based at least in part on receiving the notification of the change to the MB control information.     Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive a configuration for bandwidth parts of a plurality of cells that include at least a primary cell and a secondary cell, where the secondary cell supports cross carrier scheduling. The UE may monitor a first set of downlink control channel candidates on the secondary cell for a downlink control information message for at least one cell of the plurality of cells. The UE may receive, on the secondary cell based at least in part on monitoring the first set of downlink control channel candidates, the downlink control information message that includes a dormancy state indication for the at least one cell of the plurality of cells. The UE may communicate on active bandwidth parts of the plurality of cells based at least in part on the dormancy state indication for the at least one cell.
