    Abstract: A method comprising: encoding an input picture into a coded picture; reconstructing picture corresponding to the coded picture; encoding a spatial region into a coded tile, the encoding comprising: determining a horizontal offset and a vertical offset indicative of a region-wise anchor position of the spatial region within the decoded picture; encoding the horizontal offset and the vertical offset; determining that a prediction unit at position of a first horizontal coordinate and a first vertical coordinate is predicted relative to the region-wise anchor position; indicating that the prediction unit is predicted relative to a prediction-unit anchor position; deriving a prediction-unit anchor position equal to sum of the first horizontal coordinate and the horizontal offset, and the first vertical coordinate and the vertical offset, respectively; and determining a motion vector for the prediction unit; and applying the motion vector relative to the prediction-unit anchor position to obtain a prediction block.

    Abstract: A method comprising: obtaining a configuration of at least one neural network comprising a plurality of intra-prediction mode agnostic layers and one or more intra-prediction mode specific layers, the one or more intra-prediction mode specific layers corresponding to different intra-prediction modes; obtaining at least one input video frame comprising a plurality of blocks; determining to encode one or more blocks using intra prediction; determining an intra-prediction mode for each of said one or more blocks; grouping blocks having same intra-prediction mode into groups, each group being assigned with a computation path among the plurality of intra-prediction mode agnostic and the one or more intra-prediction mode specific layers; training the plurality of intra-prediction mode agnostic and/or the one or more intra-prediction mode specific layers of the neural networks based on a training loss between an output of the neural networks relating to a group of blocks and ground-truth blocks, wherein the ground-truth blocks are either blocks of the input video frame or reconstructed blocks; and encoding a block using a computation path assigned to an intra-prediction mode for the block.

    Abstract: A method comprising: encoding at least four bitstream versions of a same content divided into segments of independently coded tile sets representing a plurality of spatial regions, wherein a first and a second bitstream comprise independently coded tile sets encoded at a first quality, and a third and a fourth bitstream comprise independently coded tile sets encoded at a second quality, wherein the first and the third bitstream have first random access picture interval and the second and the fourth bitstream have second random access picture interval, which is an integer multiple of the first random access picture interval; grouping the independently coded tile sets of all four bitstreams representing a common spatial region into a plurality of groups of collocated sub-picture tracks, wherein only one of said tile sets per group is intended to be received and/or decoded per any segment; and generating at least one instruction for merging tile sets of different spatial locations into at least one coded picture, the at least one instruction causing a tile set originating from a random access picture to be decoded as a tile set originating from anon-random-access picture when merged with a tile set originating from a non-random-access picture.

    Abstract: A method, apparatus, and computer program product provide for management of luma mapping with chroma scaling (LMCS) processes for Gradual Decoding Refresh (GDR) pictures. In the context of a method, the method accesses a picture to be decoded and determines whether the picture is within a GDR period. The method can also prevent a LMCS decoding process from being applied to the picture within the GDR period. Another method can determine whether a virtual boundary is within a current coding tree unit of a picture with a GDR period and if so, prevent a chroma residual scaling decoding process associated with LMCS from being applied to one or more coding units within a clean area. Another method can pad a neighboring pixel area from one or more reconstructed pixels in a clean area for a chroma residual scaling decoding process associated with LMCS.
