The user device includes an acquirer that obtains a repetition number indicating a number of times each of the multiple resources is repeatedly and consecutively transmitted in the time domain, and a receiver that receives, from the base station, the physical downlink control channel or the physical downlink shared channel in which each of the multiple resources is consecutively repeated the number of times indicated by the repetition number.
