The present disclosure discloses a data transmission method, comprising: a terminal device determines, according to the states of a first timer and a second timer corresponding to a hybrid automatic repeat request (HARQ) process, whether the HARQ process corresponding to a first configuration authorization resource is available for transmitting data to be transmitted; during the operation of the first timer, the terminal device does not perform a new transmission on the HARQ process; and during the operation of the second timer, the terminal device does not perform retransmission on the HARQ process.
