Abstract: PURPOSE: A method and an apparatus for evaluating the pixel quality by partitioning a polar coordinate plane into a quantized region are provided to efficiently extract an image in an RR pixel quality evaluation method. CONSTITUTION: An original image and a deteriorate image are partitioned to a plurality of unit blocks(410). Each pixel value of the unit blocks is calculated(420). A representative image pixel difference between a horizontal direction and a vertical direction is calculated by block(430). The representative pixel value difference is transformed to the coordinate of a polar coordinate plane(440). An image quality assessment metric is calculated by using the difference between the original image and the deteriorate image(460).
