A hybrid depth map downsampling method and apparatus, a hybrid depth map upsampling method and apparatus and a hybrid depth map down/upsampling system are disclosed. The hybrid depth map downsampling method comprises: an object/background dividing step for discriminating and separating an object and a background on a 3D image consisting of the object and the background, based on a depth map; and a downsampling step for each applying different downsampling rates to the separated object and background to independently downsample the depth map. Thus, a lower downsampling rate can be applied to the object and a higher downsampling rate can be applied to the background to obtain a sharper and clearer image for the object. Consequently, the cognitive characteristics of a person more sensitive to a dynamic object portion than a static background portion can be reflected enough. If a femto cell user enters a network, the macro BSC generates a sub channel set based on the quantity of interference given to a user(210). PURPOSE: An SVC(Scalable Video Coding) video data transmission method based on layer selection of a network having errors and a device thereof are provided to determine a level of a layer which is transmitted corresponding to an optimized layer path of the network, thereby not transmitting layers which are not used for image recovery of the final resolution. CONSTITUTION: An SVC video data transmission device generates a layer path having optimized efficiency based on a bit rate and PSNR(Peak Signal-to-Noise)(S110). Disclosed by the present invention are a stereo matching apparatus for estimating a depth on a three-dimensional image, a stereo matching method thereof, and a three-dimensional image stream transmitting apparatus and a play device through a stereo matching. The stereo matching apparatus for estimating a depth on an inputted three-dimensional image includes: a motion map generating unit which generates a motion map which distinguishes the motion of an object in a current frame by comparing a current frame of the three-dimensional image (the three-dimensional image includes a left image and a right image) with a previous frame; a matching mode determining unit which determines a stereo matching mode about each pixel by determining that the motion of an object exists in a pixel based on the motion map; and a matching performing unit which performs a stereo matching depending on the determined matching mode and generates an initial disparity map based on the matching result.
