PURPOSE: A method for transmitting independent media data to a media codec through heterogeneous IP networks is provided to minimize the size of a media unit header by composing the media unit header with minimum information provided from a media encoder. CONSTITUTION: A system receives an MU(Media Unit) having an independent format for a specific media codec from a media codec layer, and generates an MMT asset by encapsulating the MU(S610, S620). The system generates an MMT package by encapsulating the generated MMT asset, and receives the MMT package in order to generate an MMT payload format(S630, S640). The system receives the MMT payload format to generate an MMT transmission packet(S650). PURPOSE: A power control encoding/decoding device and a method are provided to minimize used power, thereby selecting a used power level corresponding to a situation. CONSTITUTION: An encoding/decoding unit is composed of one or more steps having the amount of different used power. The encoding and decoding unit includes one or more basic encoding/decoding units(210-1~210-n), one or more selection encoding/decoding units(220-1,220-k), and one or more switches(230-1~230-n). One or more switches switch one or more selection encoding/decoding units corresponding to a control signal of a power adjustment control unit(240). The power adjustment control unit controls the amount of used power of the encoding/decoding unit. 서비스 디스커버리 메타데이터에 접근하기 위한 방법 및 장치가 제공된다. MXM 기반의 일반적인 프로토콜을 사용함으로써 MPEG의 AIT 디바이스들이 상이한 스킴의 디스커버리 메타데이터에 접근할 수 있다. 이러한 접근 방식에 의해 말단-소비자 디바이스들, 디스크립션 서비스 프로바이더 디바이스들 및 IPTV 서비스 프로바이더 디바이스들은 메타데이터를 교환할 수 있으며, 추후의 메타데이터 스킴의 수정 및 추가가 지원된다.

PURPOSE: An apparatus and a method for transmitting/receiving a streaming service are provided to calculate an inter arrival jitter by using the arrival time and the estimated arrival time of a TCP packet. CONSTITUTION: A TCP packet is received(1210). A clock count TCPa(n+1) is measured(1220). A time stamp TCPt(n+1) is tested(1230). A TCPt(n+1) is extracted from the TCP packet(1240). A network jitter N(n+1) through a TCP(n+1) is calculated(1245). An arrival time interval D(n+1) between the TCP(n+1) and a TCP(n) are calculated(1250). An analysis time for the determination of a de-jitter buffering time is tested(1260). A calculated de-jitter buffering time B(n+1) is determined as a final de-jitter buffering time(1290). PURPOSE: A time stamp allocation method for a video service having non-increasing frame order is provided to automatically calculate a time stamp by using a frame indicator when a video of a hierarchical frame rate structure is encoded. CONSTITUTION: A plurality of frames that are decoded in a non-increasing frame order based video encoding method is received. Time stamps are calculated by using frame rate indicators corresponding to each frame(S420). The time stamp of a current frame is added on a connection list(S440). The time stamp of the calculated current frame is stored according to the frame rate indicators. All time stamps are deleted if the current frame rate indicator is equivalent to the maximum frame rate(S460).

PURPOSE: An adaptive transmission method of hierarchical contents for unicast transmission and multicast transmission by selecting a transmission mode according to a transmission state of a terminal is provided to reduce the load of the communication network by maximizing the data transmission rate of a basic transmission group. CONSTITUTION: A transmission server receives transmission state information from a terminal(302). The transmission server determines a transmission policy according to the transmission state information(304). The transmission server transmits a basic transmission group of hierarchical contents. PURPOSE: An apparatus and a method for estimating channel capacity between terminals are provided to estimate the capacity of a channel using a data packet without using an additional packet for estimating the capacity of a channel. CONSTITUTION: A channel capacity average configuration unit(203) obtains the average value of channel capacities by the size of a data packet of data packets of different sizes. A linear model configuration unit(213) obtains a linear model of the channel capacity of a data packet using the average of the channel capacities. A channel capacity estimating unit(215) estimates the channel capacity of a data packet using the linear model. The linear model configuration unit generates the linear model of the channel capacity according to the size of the data packet using the average value and the real channel capacity of the data packets.

A device and a method for transmitting hierarchically-coded contents adaptively are provided to transmit the contents seamlessly based on a TCP(Transmission Control Protocol) by adaptively transmitting the contents, which are encoded by using an encoding technique having a flexibly hierarchical structure based on the TCP. A decoding rate measurer(11) measures a transmission rate of contents and a contents decoding rate of a terminal. A connection manager(12) performs TCP connection and manages the TCP connection transmitting the current contents. A contents transmitter(14) transmits the contents by changing an A/V(Audio/Video) level of the transmitted contents. A transmission controller(13) compares the decoding rate with the transmission rate, enables the connection manager to adjust the number of TCP connections, and enables the contents transmitter to adjust the A/V level depending on a comparison result. The transmission controller enables the connection manager to remove one TCP connection when more than two TCP connections are found and enables the contents transmitter to increase one A/V level of the transmitted contents when one TCP connection is found if the transmission rate is higher than the decoding rate.

A method for transmitting and receiving an SVC(Scalable Video Coding) file by a scalable layer unit and an apparatus therefor are provided to form a layer descriptor of an NALU(Network Abstraction Layer Unit) and a byte unit in meta data and access the SVC file by the scalable layer unit. An SVC transmission layer determining unit(510) determines a transmission scalable layer to be transmitted to a network among at least one or more scalable layers included in respective frames of media data of an SVC file on the basis of application level information collected from the network to determine an application degree of scalable coding. An SVC application transmission unit(500) extracts the transmission scalable layer from the media data of the SVC file and transmits a generated bit stream through a layer descriptor indicating access information of at least one or more scalable layers used in the respective frames of the SVC file.
