    Abstract: Systems and methodologies are described that facilitate resource scaling for inter-access point fairness in a wireless communication system. As described herein, an offered load of an access point can be determined based on one or more loading metrics relating to associated terminals, throughput, data rate, quality of service (QoS), or the like. Based on the determined offered load of an access point, resources used by the access point and/or power utilized for communication over those resources can be scaled based on a comparison of the offered load of the access point to a nominal or default offered load. Centralized techniques for resource scaling are described herein, wherein one or more centralized controllers coordinate resource scaling with respective access points via backhaul messaging. In addition, distributed techniques for resource scaling are described herein, wherein neighboring access points communicate with each other via over-the-air messaging to determine a local optimal resource apportionment.

    Abstract: Techniques for transmitting signaling with localized spreading are described. In one design, a transmitter (e.g., a base station) spreads multiple signaling symbols to obtain multiple sets of output symbols and further maps the multiple sets of output symbols to multiple time frequency blocks. The spreading may be localized to each time frequency block. Prior to the spreading, the transmitter may scale the multiple signaling symbols with multiple gains determined based on the transmit power for these signaling symbols. The transmitter may scramble the scaled signaling symbols to obtain scrambled symbols and may spread the scrambled symbols to obtain the multiple sets of output symbols. The transmitter may map each set of output symbols to a respective time frequency block.

A plurality of resources having persistent assignments to the other access terminals are processed to determine a gap in transmissions. The resources that can be conditionally utilized by the access terminals are determined and a signal indicative of such conditionally assigned resources is transmitted. The access terminals receive the signal and accordingly utilize the conditionally assigned resources.
