PROBLEM TO BE SOLVED: To provide a method for producing diamond fine particles having silicon or fluorine, which demonstrate an effect on the improvement of scratch resistance, wear resistance, prevention of sticking fingerprints and wiping-off property of fingerprints by being used in hard coat films such as touch panels or various displays.SOLUTION: A method for producing diamond fine particles having silicon or fluorine includes: a process for obtaining unrefined diamond fine particles by an explosion method; a process for obtaining diamond fine particles having a specific gravity of 2.55-3.48 g/cmby subjecting the unrefined diamond fine particles to an oxidation treatment; and (1) a process for silicifying the diamond fine particles by reacting the diamond fine particles with a silylating agent, an alkoxy silane or a silane coupling agent or (2) a process for fluorinating the diamond fine particles by reacting the diamond fine particles with a fluoroalkyl group-containing oligomer, fluorine gas or fluorine plasma.

PROBLEM TO BE SOLVED: To provide a processing method in which metal atoms can be efficiently removed from waste liquid by using an adsorbent having high adsorption capacity for the metal atoms, especially radioactive metal atoms and a coagulant capable of settling the adsorbent at high yield.SOLUTION: A processing method for removing and recovering metal atoms from waste liquid includes the steps of: adding and mixing diamond fine particles or carbon nano-tubes to the waste liquid; and adding a coagulant to the waste liquid obtained by adding and mixing the diamond fine particles or the carbon nano-tubes.
