    Abstract: PURPOSE: A video encoding device and a method thereof are provided to perform intra-prediction by applying an adaptive filter to a boundary pixel value of a block which is to be predicted by video-encoding and a predicted pixel value of a current block. CONSTITUTION: A video encoding device includes a processor and a memory which is connected to the processor and which stores the information for operating the processor. A video encoding method is as follows. The processor determines whether a first filter for a reference pixel value is applied or not based on the surrounding block information of a current block (S201). The first filter for the reference pixel value is applied in case the application of the first filter is determined (S202). The processor performs intra-prediction for the current block based on the reference pixel value (S203). The processor determines whether a second filter for a prediction value of each prediction mode of the current block, which is predicted by intra-prediction performed based on the surrounding block information, is applied or not (S204).
