PURPOSE: A video encoding/decoding method using a motion vector and a device thereof are provided to encode/decode an image using a cut motion vector. CONSTITUTION: A reference picture buffer(190) stores a reference picture. A motion compensation unit(112) generates a prediction block using the reference picture and a motion vector of the reference picture. The motion vector of the reference picture is cut with a predetermined dynamic range. The dynamic range is defined by a level of an image codec. The dynamic range is determined by a predetermined bit depth. The bit depth is defined by the level of the image codec.

PURPOSE: A method for transmitting a broadcasting signal is provided to automatically vary a decoding method and a parallax barrier according to a broadcasting mode. CONSTITUTION: If a broadcasting program is inputted, a broadcasting service device obtains the broadcasting mode information of the corresponding broadcasting program by the analysis of the broadcasting program inputted through the program scheduler(S101,S102). The broadcasting service device encoded stream(S103). The broadcasting service device generates transport stream through a multiplexer(S104).

PURPOSE: An image encoding/decoding method using filter information prediction and a device thereof are provided to reduce the quantity of transmission data. CONSTITUTION: An encoder and a decoder predict the filter information used for a target restoration image from a predetermined layer(S510). The encoder and the decoder filter the target restoration image by using the predicted filter information(S520). The filter information includes calculated filter information and/or predetermined filter information.

PURPOSE: A method for determining an adaptive encoding/decoding target area and an apparatus thereof are provided to encode a part of an important area of a residual signal. CONSTITUTION: An encoding device generates transformation coefficient levels by transforming and quantizing a residual signal(S100). The encoding device determines a target encoding area with transformation coefficient levels to encode(S110). The encoding device scans the transformation coefficient levels in the target encoding area(S120). The encoding device performs entropy encoding for the scanned transformation coefficient levels(S130).

CONSTITUTION: An encoding unit encodes unit information of an encoding target unit(110). A quantization parameter determining unit determines a quantization parameter of an encoding target unit based on unit information of the encoding target unit. A remaining quantization parameter determining unit determines a remaining quantization parameter based on a predicted quantization parameter and the quantization parameter of the encoding target unit. The encoding unit encodes the determined remaining quantization parameter(130).

PURPOSE: A method and a device for encoding and decoding an image by using template matching are provided to simplify the determining process of the matching target area by using the template of a decoding target block and the template of an encoding target block. CONSTITUTION: An image encoding device determines the template of an encoded object block(110). The image encoder determines a matching search target image about the determined template(120). Using the usage of template and the matching search target image, the image encoding device determines an optimal prediction block(130). PURPOSE: An apparatus and method for encoding and decoding an ultra high definition resolution image are provided to reduce the calculation complexity by outputting a bitstream using an estimation block of a current block. CONSTITUTION: A prediction unit(810) creates the estimation block of a current block based on a reference image. A subtracting unit creates the difference block through a difference between the estimation block and the current block. An encoding information generating unit(850) creates the encoding information which shows the encoding state of the differential block.

PURPOSE: An intra prediction encoding and decoding method and an intra prediction encoding and decoding apparatus implementing the method are provided to reduce overhead related to mode bit with the selection of a prediction mode through peripheral blocks. CONSTITUTION: A first intra prediction unit(111) respectively calculates the degree of pixel correlation by intra prediction direction between a macroblock and the peripheral blocks of the macroblock. A second intra prediction unit(113) performs the intra prediction of the macroblock with the mode information of the peripheral block in the upper part of the macro block. A third intra prediction unit(115) performs the intra prediction of the brightness component of a current picture. A mode selection unit(117) selects an optimal intra prediction mode.

PURPOSE: An image encoding/decoding apparatus and method are provided to eliminate the use of a memory area necessary to deblocking filtering. CONSTITUTION: If bit stream for the compression of video data is outputted on the basis of the block video information of the video data and the differential signal of the video information, a reverse processing unit(107~109) performs the reverse transformation and reverse quantization of the video information and the addition of the differential signal. A deblocking filler(110) performs the deblocking of the added video information. A reference video buffer(111) stores the video information deblocked by the deblocking filler. One or more prediction units(101,112) performs the video prediction of the video information using the deblocked video information stored in the reference video buffer.
