PURPOSE: A moving picture encoding/decoding method with an interlaced scan scheme and an apparatus therefor are provided to perform the ME/MC(Motion Estimation/Motion Compensation) of a moving picture in consideration of real positions of pixels of a top field and pixels of a bottom field inputted by the interlaced scan scheme. CONSTITUTION: A DCT(Discrete Cosine Transform) unit(320) performs the DCT of inputted image data by macro block unit. A quantization unit(330) quantizes the image data transformed in the DCT unit(320). An inverse quantization unit(350) inversely quantizes the image data quantized in the quantization unit(330). An IDCT(Inverse DCT) unit(360) performs the IDCT of the image data inversely quantized in the inverse quantization unit(350). A frame memory(370) stores the image data transformed in the IDCT unit(360) by frame unit. An ME/MC unit(380) differently calculates a corresponding vertical motion vector of pixels which belong in fields according to odd numbers and even numbers of a motion vector on the basis of image data of an inputted current frame and image data of a previous frame stored in the frame memory(370). The ME/MC unit(380) matches the pixels with the calculated vertical motion vector with pixels of a field in a reference frame corresponding to the vertical motion vector.

PURPOSE: A device for coding/decoding a moving image is provided to adaptively apply a quantization matrix in macro block unit based on characteristics of an input image, thereby improving coding efficiency and coding performance. CONSTITUTION: A quantization weight matrix determiner(692) selects one of plural quantization matrices as one macro block unit based on characteristics of an input image, and generates index information for displaying the selected quantization matrix in macro block unit. A quantization weight matrix storage(694) stores the plural quantization matrices, and outputs the quantization matrices in macro block unit based on the generated index information. An image converter performs an image conversion for the input image. A quantization portion(620) quantizes the corresponding macro block by using the outputted quantization matrices for the converted image data.

PURPOSE: A method for predicting an MC(Motion Compensation) mode for B-picture coding and an apparatus therefor are provided to determine the last MC mode without performing interpolative MC. CONSTITUTION: The first ME/MC unit has a forward frame ME(Motion Estimation)/MC unit(320), a forward top field ME/MC unit(330) and a forward bottom field ME/MC unit(340). The first ME/MC unit compares a previous frame with a current frame, and predicts the SAD(Sum of Absolute Difference) of a forward frame/field. The second ME/MC unit has a backward frame ME/MC unit(350), a backward top field ME/MC unit(360) and a backward bottom field ME/MC unit(370). The second ME/MC unit compares the current frame with a next frame, and predicts the SAD of a backward frame/field. An MC mode determining unit(380) selects an interpolative MC mode and a forward/backward MC mode using difference value information between the SAD of the forward frame/field and the SAD of the backward frame/field.

PURPOSE: A method and a device for controlling a DCT operation amount for encoding motion pictures are provided to utilize the operation amount allocated to a decoder at maximum rate and carry out the decoding for input bit streams normally. CONSTITUTION: A device for controlling a DCT operation amount for encoding motion pictures includes an encoder(320), a decoder(340), and a decoder complexity calculating part(342). The decoder complexity calculation part generates decoding complexity information for a previous frame(f(n)) when the decoding of the nth frame is finished. A DCT operation amount control part of the encoder controls the number to carry DCT of a DCT part(322) for a currently encoding frame(f(n+1)) among input image data by DCT skipping. The control of the DCT operation amount control part is carried out on the basis of the decoding complexity information transmitted from the decoder complexity calculation part. If a really consumed operation amount for the previous frame is smaller than an operation amount allocated to the decoder, the DCT skipping is reduced for frames after the current frame, thereby increasing the operation amounts of the encoder and the decoder.

CONSTITUTION: An apparatus and a method for decoding motion pictures comprise a demultiplexer(210), a VLD(220), an inverse quantizer(230), an ICDT(240), a motion compensator(250), a transform coder(280), and a transform decoder(270). The demultiplexer(210) separates a motion vector and a variable length code from an input bit stream. The VLD(220), the inverse quantizer(230), and the IDCT(240) recovers macro block data to predetermined block units. The transformer coder(280) codes compensated macro block data according to the predetermined block units and stores them to a memory(290). The transform decoder(270) outputs an output image by generating a predictive block from the stored macro block data. The motion estimator(250) performs a motion estimation process in the predictive block.
