    Abstract: PURPOSE: An encoding device and a decoding device for a low density parity code are provided to perform an encoding and decoding technique for a low density parity code by generating parity bits and data bits through a low density parity code and a parity check matrix. CONSTITUTION: An information obtaining part(712) obtains state information of at least two frequency bands. A matrix generating part(713) adaptively generates a parity check matrix based on the state information. The parity check matrix includes sub matrixes corresponding to each frequency band. An encoder generates parity bits and data bits through a low density parity code and the parity check matrix. The data bits and the parity bits are transmitted to a decoding device(720) for the low density parity code through a wireless channel.

The central control unit transmits the reference signal reuse pattern information allocated according to the selected standards to the network device(508). The reference signal reuse pattern information is allocated with the selected standards for the adjacent cell and the femto cell located in the multicell environment to the time-sharing method.
