Abstract: PURPOSE: A virtual tunnel router and an IP camera managing server are provided to configure a direct communication environment based on a virtual IP between a user terminal and an IP camera. CONSTITUTION: A connection setting unit(110) sets up an IP(Internet Protocol)-UDP(User Datagram Protocol)-TCP(Tape Carrier Package)-IP tunnel and the other virtual tunnel router. A direct communication environment configuring unit(120) switches virtual network prefix information with the other virtual tunnel router. The direct communication environment configuring unit configures a direct communication environment and an IP camera.
