The leachate is discharged through the valve passage. The opening and closing unit are gradually narrow into a plane shape from a cylindrical shape. The valve body is connected to leachate discharging passages. Valve planes of the opening and closing unit is adhered to each other from both sides and formed into an elastically deformable beak-shape. The valve planes are engaged in a sawtooth shape.
