    Abstract: In a cellular communication system, a method and apparatus are provided for allocating a channel for use on a connection between a base station and a mobile station in a cell, without making measurements of downlink interference. Throughout the system, uplink and downlink power levels are regulated so that, within each cell, their sum changes by an amount whose magnitude is substantially equal to the magnitude of change in path gain between the mobile station and the base station in that cell, and which sum is opposite in sign to the amount of change in path gain. This power regulation scheme assures that there will be a strong correlation between system-wide measurements of uplink and downlink interference. Therefore, with the power regulation scheme in place, each cell determines uplink carrier to interference (C/I) ratios for the free channels available for use in the cell and selects an acceptable free channel having a C/I value that is within a predetermined acceptable range. If uplink C/I on the acceptable free channel is greater than the uplink C/I value of a channel currently assigned to a connection, then an intra-cell handover is performed so that the connection will be reassigned to the acceptable free channel. This technique is useful for providing an adaptive channel allocation scheme to systems, such as analog cellular communications systems, in which downlink interference measurements cannot be made.

    Abstract: The present invention provides a method by which users may be moved between time slots or between base stations in order to better utilize the MCPA output power resources. According to an exemplary embodiment of the present invention, the power of all transceivers served by a certain MCPA is compared to a threshold value X. The value X is at least related to the capability of the MCPA in terms of output power. If at no times (i.e., at all time slots), the sum of the output power exceeds the threshold value X, it is assumed that the MCPA can handle all simultaneous transmissions. If, during at least one time slot it is found that the required output power exceeds the capability of the serving MCPA, then a reallocation or load sharing algorithm is invoked. The reallocation algorithm searches for time slots to which a reallocation could be performed within the same base station or number of transceivers served by the MCPA. If no time slots can handle users from the time slot in which the MCPA limit is exceeded, then a load sharing algorithm is activated and one starts to look for transmission resources in transceivers served by other MCPAs, e.g., other cells. A number of alternative embodiments of the invention is described, which relates to the way in which the reallocation or load sharing is performed. By reallocating or moving users of a particular kind, e.g., single slot users, and avoiding reallocation of users of other particular kinds, the load sharing and reallocation are further improved.

    Abstract: The invention relates to a method of performing handover in a mobile radio system. The mobile radio system performs quality measurements on signals transmitted (300) between a mobile terminal and predetermined radio base stations. Handover is performed (301, 302, 303) when some of the measured signal strengths exceeds the signal strength for the radio base station to which the mobile terminal for the moment is set up, added to a handover value. The handover value is dependent on measured signal strengths and neighboring cell relation values. The neighboring cell relation values depend on a probability for handover to be performed from one radio base station to another radio base station in the mobile radio system.

If a user that is associated with an MS is located within a first cell that is too congested to provide the bandwidth requested by the user, all or a part of the information flow to/from the MS may be transceived from/to other nearby cells.     Abstract: A method of communicating control information in systems that support multiple modulation schemes for communicating voice or data and control information. To provide backward compatibility dedicated control channels use the modulation scheme used in current systems, for example GMSK modulation scheme.
