Abstract: In step S1, the capacity of the area (remaining quantity) of a disk in which information can be recorded is read, and the remaining quantity is displayed in step S2. After a user input the recording time of information to be recorded and the recording capacity w for the recording, an average transmission rate R1 is calculated from expression R1 = w/t - alpha in step S4. The rate alpha is the transmission rate for transmitting signals other than a video signal, such as an audio signal, attached to the video signal. Data obtained by applying a DCT treatment to the video data is quantized with a quantization width corresponding to the average transmission rate R1 and this data is intermittently recorded on the disk.

Abstract: In a recording and reproducing apparatus in which a video signal is recorded by at least one rotary head in successive parallel tracks on a recording medium while the latter is being driven at a predetermined or standard speed in a direction to which said tracks are skewed, and in which the recorded video signal is reproduced by the rotary head repeatedly scanning the recording medium while the latter is selectively driven at the standard speed, as in the normal reproducing mode, or at an arbitrary speed other than such standard speed, for example, at zero speed for the still-motion reproducing mode, or at speeds less than and greater than the standard speed for the slowmotion and quick-motion reproducing modes, respectively; a variable delay circuit is operative during reproducing with the recording medium being driven at an arbitrary speed other than standard speed for variably delaying the video signal reproduced by said rotary head, and a control circuit controls the amounts by which the variable delay circuit delays the reproduced video signal in accordance with the arbitrary speed to cause fields of the reproduced video signal which are contiguous or next adjacent in point of time to be continuous in the delayed video signal and to contain respective horizontal synchronizing signals which are in predetermined phase relationships to each other, that is, precisely in phase or out of phase by one-half horizontal period, as when even - and odd-numbered fields are to be interlaced.

Abstract: A reference block is divided (at 6) in the horizontal direction into small blocks, and is also divided in the vertical direction into small blocks. Feature values representing each of the small blocks formed from the reference block are obtained (at 8A, 8B). Similarly, a check block is divided (at 7) in the horizontal and vertical directions into small blocks and feature values representing the small blocks formed from the check block are obtained (at 9A, 9B). The feature values in the horizontal direction of the reference and check blocks are compared (at 10A), and the feature values in the vertical direction of the reference and check blocks are compared (at 10B). The results of the two comparisons comprise an evaluation value by which the degree of matching of the reference and check blocks is evaluated. The check block is moved (by 14) throughout a predetermined search range, and the process is repeated for each position of the check block. A motion vector is produced (by 12) between the reference block and the check block position at which the check block best matches the reference block.
