Abstract: PURPOSE: A scalability information expressing method in scalable video coding is provided to enable adaptive video transmission and consumption by describing extraction/scalability information in a video bit stream. CONSTITUTION: A bit stream containing a desired temporal layer is extracted by using the number of total temporal layers contained in a bit stream and the temporal_id value of a network abstraction layer unit (NALU) header. When decoding a picture constructed by an NALU containing a nal_ref_flag and storing the decoded picture in a decoded picture buffer (DPB), the nal_ref_flag is used to determine whether to express that the corresponding picture is to be used later as a reference picture. The nal_ref_flag is removed from the NALU header, or the semantics of the nal_ref_flag is changed.
