On the nitrogen supply device 38, a mesh member 134, which reduces the feeding speed of the nitrogen supplied, is set, and the nitrogen is supplied to the periphery of the electrodes E1, E2 through the mesh member 134. The mesh member 134 is composed of a porous body, has a three-dimensional network skelton, and is made of a metal material.
