Abstract: An apparatus and a method for recognizing person behaviors using a motion vector are provided to cope with an emergency situation effectively that may occur with an observation target person. A recognition table storage unit(11) stores behavior configuration information corresponding to an average motion vector. An image collecting unit(12) collects images inputted from the exterior.
