Abstract: PURPOSE: A neighboring mobile base station grasping method for reducing delay of hand over and a device thereof are provided to reduce scanning time by applying scanning priority to neigh base station with low handover likelihood. CONSTITUTION: An RSS estimator unit(710) estimates the base station relative motion vectors and the change of RSS of base station relative motion vectors. An RSS measuring unit(720) measures the change of RSS actually. A relative motion vector grasper unit(730) grasps the base station relative motion vector according to the comparison of estimated result and measured result. A scanning priority decision unit(740) decides the scanning priority of the neighboring base station for reducing the handover delay by using the base station relative side motion vector.
