    Abstract: PURPOSE: A method for recognizing a data transmission request of a terminal/base station RRC(Radio Resource Control) using a network transmission unit is provided to effectively use a radio resource by using a message mutual transmission between a terminal/base station RLC(Radio Link Control) or PDCP and RRC which can recognize a data transmission request to an uplink or a downlink. CONSTITUTION: In order for a terminal/base station RRC(110) to be transited from a standby state irrecognizable a data transmission request to an active state recognizable the data transmission request, a PDCP standby state set-up message to set the terminal/base station PCDP(120) to a state of recognizing a data transmission request from a down and up link, to the terminal/base station PDCP(Packet Data Convergence Protocol)(120). Upon receiving the PDCP standby state set-up message, the terminal/base station PDCP(120) is turned to a standby state, and transmits a PDCP standby set-up completion message to the terminal/base station RRC(110). The PDCP(120) remains in the standby state, and when it receives a data transmission request from an uplink or donwlink, the PDCP(120) transmits a PDCP transmission request recognition message to the terminal/base station RRC(110). Accordingly, the terminal/base station RRC(110) can recognize the data transmission request from the uplink or downlink. Thereafter, upon receiving the PDCP transmission request recognition message, the terminal/base station RRC(110) is transmitted from the state in which it can not recognize the data transmission request to an active state in which it can recognize the data transmission request, and transmits a PDCP re-starting set-up message to the PDCP(120) to re-start the PDCP(120) which is in the standby state.
