Abstract: PROBLEM TO BE SOLVED: To efficiently transmit and display thumbnail images in a transmission format suitable for frame feed indication of the thumbnail images. SOLUTION: A sequence decision section 14 rearranges static images which are the thumbnail pictures not in a frame number sequence, but in a prescribed transmission sequence and the thumbnail image transmitter transmits the rearranged images. Thus it is possible to transmit important images, such as scene change earlier or to transmit images, independently of the frame number sequence. In particular, the sequence decision section 14 decides the transmission sequence of images in, such a way that static images corresponding to a scene switching point are first transmitted in the frame number sequence and then static images corresponding to the control part of images most apart, when the transmitted still pictures are arranged in the frame number sequence and sequentially transmitted, so that display device can efficiently conduct frame feed indication by using only static images received and stored.
