비디오 인코딩을 위한 인트라 리프레쉬 방법 및 이를 수행하는 비디오 인코더가 개시된다. 본 발명의 예시적 실시예에 따른 비디오 인코더는 제1 프레임을 복수개의 영역들로 분할할 수 있고, 분할된 영역들 각각의 가중치들을 계산할 수 있다. 계산된 가중치에 따라, 제2 프레임에 포함된 매크로 블록을 선택적으로 인트라 매크로 블록으로 설정할 수 있다.
Abstract:
In order to stabilize a video image, a reconstructed block data and decoding information with respect to macro blocks are received from a decoding device. Global affine coefficients indicating affine conversion of a frame image are provided based on the reconstructed block data and the decoding information. Stabilizing block data obtained by compensating an affine motion corresponding to the affine conversion in the reconstructed block data are provided based on the global affine coefficients.

Disclosed are a rate control method for multi-layer video coding, and a video encoder and a video signal processing system using the rate control method. A service method using the voice synthesis of a short message and an apparatus thereof are provided to transmit a voice message for showing the emotion of a caller to a callee through only a short message prepared by the caller. A voice parameter processor(110) receives a voice parameter for a short message. A packet combining unit(120) includes the short message and inputted voice parameter in a data packet. Abstract:
A method and an apparatus for compressing and encoding an image are provided to calibrate control parameters considering calculated computational complexity, thereby determining the optimum operating condition of encoding. Computational complexity of encoding is calculated based on control parameters used in an encoding computation process(210), and the control parameters are calibrated considering the calculated computational complexity(220). An operating condition of the encoding computation process is determined based on the calibrated control parameters(230). The control parameters are calibrated so that a distortion degree of an image has the smallest value with respect to the calculated computational complexity less than a threshold value of predetermined computational complexity.
