Abstract: In order to stabilize a video image, a reconstructed block data and decoding information with respect to macro blocks are received from a decoding device. Global affine coefficients indicating affine conversion of a frame image are provided based on the reconstructed block data and the decoding information. Stabilizing block data obtained by compensating an affine motion corresponding to the affine conversion in the reconstructed block data are provided based on the global affine coefficients.
