    Abstract: This disclosure relates to techniques for aligning wireless device and cellular network expectations and behavior in conjunction with neighbor cell measurements in a wireless communication system. A wireless device may determine that a reference signal is configured for a neighbor cell measurement when communication with the serving cell is also configured. The wireless device may determine whether the reference signal for the neighbor cell measurement is configured with same or different subcarrier spacing as the communication with the serving cell. The wireless device may select one or more of the reference signal for the neighbor cell measurement or the communication with the serving cell to receive based at least in part on whether the reference signal for the neighbor cell measurement is configured with same or different subcarrier spacing as the communication with the serving cell.

    Abstract: A wireless device may establish communication with a network node and determine a relationship between transmission configuration indication (TCI) and bandwidth part (BWP). The wireless device may then receive an indication of one of TCI or BWP from the network node followed by determining the other of TCI or BWP based on the indication and using the relationship between the TCI and BWP. Finally, the wireless device may perform downlink communication using the indicated one of TCI or BWP and determined other TCI or BWP. The network node may be comprised in a non-terrestrial network and may specify via RRC signaling the relationship between TCI and BWP for the wireless device. The indication of the TCI or BWP may be provided by downlink control information (DCI), medium access control (MAC) control element (CE), an inactivity timer, or RRC reconfiguration commands.

The first BWP has a first measurement gap configuration, the second BWP has a second measurement gap configuration. A cellular base station may serve as a source base station of a handover procedure from the source base station to a target non-terrestrial network (NTN) base station. The cellular base station may configure a parameter associated with the target NTN base station in a handover command, the parameter being related to NTN mobility, and send the handover command to a wireless device for use by the wireless device during the handover procedure. The wireless device may receive the handover command from the cellular base station, and perform the handover procedure using the parameter associated with the target NTN base station.
