The present invention relates to a composition for protecting and treating skin against ultraviolet rays, comprising a Lomentaria hakodatensis extract, and a product for protecting and treating skin against ultraviolet rays, containing the composition. More specifically, the composition for protecting and treating skin against ultraviolet rays, comprising a Lomentaria hakodatensis extract according to the present invention contains a Lomentaria hakodatensis extract which has scavenging activity of intracellular reactive oxygen species (ROS) generated by peroxide (H_2O_2) and UVB radiation, superoxide anions generated by a xanthine/xanthine oxidase system, and hydroxyl radicals generated by Fenton reaction (FeSO_4+H_2O_2), absorbs UVB, and mitigates or reduces the damage to cellular components (e.g., lipid, protein, and DNA) and apoptosis due to oxidative stress that may be caused by UVB, thereby effectively protecting skin cells from the UVB damage.
