The method for transmitting media streaming according to one embodiment of the present invention comprises the steps of generating media data by encoding certain content to multiple hierarchies; separating the generated media data by each hierarchy; and streaming-transmitting, to a media receiving device, the media data separated by each hierarchy through multiple networks. PURPOSE: A high speed mode determining method in coding a scalable video and an apparatus thereof are provided to increase the coding efficiency of the scalable video. CONSTITUTION: A coded block pattern (CBP) value of a luma component is derived about the 16x16 mode of a coding object picture (S630). First candidate modes for the coding object picture are determined according to the derived CBP value (S640). The final prediction mode for the coding object picture is determined based on the determined first candidate modes (S690). The coding object picture is a B picture within an enhancement layer.
