Abstract: PURPOSE: A video bit rate control method and an apparatus thereof are provided to increase accuracy and performance of bit rate and to increase the efficiency of image encoding. CONSTITUTION: A video bit rate controller determines target bit quantity of a current frame by using current frame type information(S430). The video bit rate controller calculates a QP(Quantization Parameter) about the current frame by applying the determined target bit quantity to a secondary rate distortion model(S450). The apparatus encodes the current frame by using the calculated QP(S490).

Abstract: PURPOSE: A bit rate controlling method for hierarchical coding structure capable of encoding a video of high efficiency is provided to apply a rate-distortion characteristic to a secondary rate-distortion model by using the property of rate-distortion according to a frame type of each time layer in consideration of a hierarchical coding structure. Abstract: PURPOSE: An adaptation apparatus for reducing packet loss errors of a scalable video cording and a method thereof are provided to remove low dependent packet by analyzing the dependability between scalability layers. CONSTITUTION: A packet scheduler(205) is connected to a scheduling buffer in a node of an IP network which receives a packet from multiple paths. If it is considered the loss of input packets, the packet scheduler removes a low dependent packet in consideration of the dependability between scalability layers. The packet scheduler provides a packet multiplexer with the input packet from which the low dependent packet is removed.
