Abstract: In the context of a radio communications system that includes a core network coupled to a radio access network (RAN) and a plurality of mobile terminals, a connection may be established between the core network and one of the plurality of mobile terminals through the radio access network. A temporary RAN identifier is associated with the mobile terminal for the established connection. The temporary RAN identifier is used to assist in the transfer of information pertaining to the established connection or to the establishment of that connection through the radio access network. The radio access network includes a first RAN node associated with a first geographical coverage area and a second RAN node associated with a second geographical coverage area. When the mobile terminal moves from the first coverage area to the second coverage area, the connection is re-established through the RAN by way of the first and second RAN nodes using the temporary RAN identifier. The temporary RAN identifier in packets corresponding to the established connection is used to direct those packets to and from the first and second RAN nodes. The first and second RAN nodes analyze packets corresponding to the established connection including the temporary RAN identifier included in each packet. From analysis of the temporary RAN identifier, the first and second RAN nodes determine where packets are to be routed. The temporary RAN identifier is also advantageously employed to facilitate mobile terminal registration and paging operations.

Abstract: A telecommunications network performs an inter-frequency hard handover for a connection with a user equipment unit (UE) by switching either from a cell or a current active set of base stations on a first frequency to a virtual active set of base stations on another (new) frequency. The inter-frequency hard handover can be an inter-frequency handover within a same system, or an inter-system handover. The virtual active set of base stations is maintained at the user equipment unit (UE), and is updated in accordance with one of several updating implementations of the invention. In a first mode of the invention for implementing virtual active set updates, the network authorizes the user equipment unit (UE) to report to the network the occurrence of certain network-specified events which are acted upon by the network for communicating virtual active set update information to the user equipment unit (UE). In a second mode of the invention, the network authorizes the user equipment unit (UE) to perform an autonomous virtual active set update upon occurrence of certain network-specified events, with inter-frequency events being reported from the equipment unit (UE) to the network and the network issuing an inter-frequency handover command. Advantageously, events which trigger intra-frequency measurements can be reused for reporting inter-frequency measurements. In another of its aspects, the present invention provides the network with a quality estimate for a current active set as well as a quality estimate for the virtual active set. The quality estimate can be utilized in a context of a handover from one UTRAN frequency to another UTRAN frequency, or even in the context of an inter-system handover (e.g., a handover between a UTRAN system and a GSM system, for example). The quality estimate can be utilized to trigger a change or switch of frequencies/systems. Certain thresholds employed in the quality estimate-utilizing handovers provide hysteresis protection.

Abstract: A method and device for controlling resources to avoid congestion in a cellular radio system having a mobile terminal connectable to a network via one or more base stations. When the mobile terminal sends an uplink signal, each base station receives a different uplink signal due to different radio paths between the mobile terminal and the base station. A resulting signal corresponding to the uplink signal sent from the mobile terminal is derived from the received signals, and the importance of each received signal to the resulting signal is determined. If there is a shortage or a projected shortage of resources to handle current or projected traffic demand in the base station, downlink radio links from the base station to the mobile terminal are prioritized according to the determined importance of each received uplink signal, and resources are freed from lower priority downlink radio links to avoid congestion.

Abstract: A preferred embodiment of an invention is disclosed, whereby the size of certain (e.g., S-RNTI and scrambling code number) Information Elements (IEs) in the UTRAN RRC "HANDOVER TO UTRAN COMMAND" message can be reduced, by reserving a subrange of the IE parameter values for exclusive use by the User Equipment (UE) which is performing an inter-Radio Access Technology (RAT) handover to a UTRAN. For example, the lowest values of scrambling code number or S-RNTI number can be reserved for initial assignment to a UE performing a handover from one system network to the UTRAN. Upon completion of the handover procedure, the UTRAN can assign another scrambling code number or S-RNTI number to that UE. Consequently, by significantly reducing the size of the IEs used in the HANDOVER TO UTRAN COMMAND message, additional (e.g., optional) parameters may also be used in the same message.

Abstract: A wireless telecommunications system is described in which mobile station power control is affected by a functional combination of signal-to-interference sampling, bit error rate sampling, and frame error rate sample. The signal-to-interference sampling provides rapid power control adjustment, while the bit error rate and frame error rate factors provide less speedy but better power control adjustment. The power control function has applicability in single link and multiple link power control adjustments.

Abstract: The present invention coordinates paging, network restriction, and other network-based communications (e.g., mobile measurement requests for O&M) in a mobile telecommunications network. Paging messages, network messages, and other messages may be consolidated in one message so that the mobile need only power up once to retrieve the various information provided in the one message. In one example, non-limiting embodiment, paging groups of mobile stations and network access restriction groups of mobile stations are merged into a single set of paging and network access restriction groups to which different mobile stations belong. A mobile station therefore need only process one message in order to be informed about paging and network access restriction information pertinent to that mobile station. In the example mobile groups embodiment, that one message corresponds to its consolidated paging and network access group, and the single paging and network access group message is transmitted during a specified time interval associated with the group. As a result, an idle mobile station belonging to that group need only leave a power savings sleep mode to receive that message during the specified group time interval. Otherwise, the idle mobile station can return to the power savings sleep mode to conserve its battery life.
