An image encoding method comprises an encoding step (S911) of encoding coefficient information, a first flag that indicates whether to quantize one or more blocks using a plurality of quantization matrices, a second flag that indicates whether the plurality of quantization matrices are included in a sequence parameter set, and a third flag that indicates whether the plurality of quantization matrices are included in a picture parameter set, and a quantization step (S912) of quantizing a plurality of coefficients. When one or more blocks are to be quantized using a plurality of default matrices, the first flag indicating that one or more blocks are to be quantized using the plurality of quantization matrices, the second flag indicating that the plurality of quantization matrices are not included in the sequence parameter set, and the third flag indicating that the plurality of quantization matrices are not included in the picture parameter set, are encoded in the encoding step.

An image decoding method which can improve both image quality and coding efficiency is an image decoding method for decoding a coded stream which includes a plurality of processing units and a header for the processing units, the coded stream being generated by coding a moving picture, the processing units including at least one processing unit layered to be split into a plurality of smaller processing units, the image decoding method including specifying a hierarchical layer having a processing unit in which a parameter necessary for decoding is stored, by parsing hierarchy depth information stored in the header (S101), and decoding the processing unit using the parameter stored in the processing unit located at the specified hierarchical layer (S102).

A moving picture coding method includes: performing context adaptive binary arithmetic coding in which a variable probability value is used, on first information among multiple types of sample adaptive offset (SAO) information used for SAO that is a process of assigning an offset value to a pixel value of a pixel included in an image generated by coding the input image (S11); and continuously performing bypass arithmetic coding in which a fixed probability value is used, on second information and third information among the multiple types of the SAO information (S12), wherein the coded second and third information are placed after the coded first information in the bit stream.
