SOLUTION: The elastomer is manufactured by reaction of a composition I containing a compound A having two or more active hydrogens and an isocyanate prepolymer II in the presence of a foaming agent, and is 0.2-1.0 g/cm in density, 20% or less in modulus of repulsion elasticity when 10 mm in thickness, and 1-90 in hardness (Asker C). The manufacturing method is such that the composition I and the prepolymer II react with each other as mentioned above for manufacturing an elastomer having the above-mentioned properties.

SOLUTION: This polyurethane contains (A) a quarternary ammonium alkyl sulfate, preferably a one of the formula (R1 is a 6-24C alkyl; R2 and R2' are each H or a 1-4C alkyl; R3 is a 1-4C alkyl; R4 is a 1-24C alkyl), e.g. N-ethyl-N,N- dimethyl-N-stearylammonium ethyl sulfate, and (B) a salt of trifluoromethanesulfonic acid (e.g. lithium trifluoromethanesulfonate). For example, the weight ratio of components A to B is preferably regulated so as to be (20:1)-(1:1), and the polyurethane preferably contains 0.5-9 wt.% component A and 0.02-1 wt.% component B.
