Abstract: PURPOSE: A target service apparatus based on device to device (D2D) communications and a method thereof are provided to easily and rapidly provide a taxi call service to a user having a terminal without passing through a separate call center. CONSTITUTION: A D2D connecting unit (210) receives service information related to a target service among D2D based services from at least one near terminal adjacent to a user terminal.
