Abstract: A method for a user equipment (UE) includes: determining that a first set of criteria is met for relaxing an evaluation; in response to the determining that the first set of criteria is met, entering a relaxation mode in which the evaluation is performed by the UE using a relaxed evaluation period, the relaxed evaluation period longer than a normal evaluation period with which the evaluation is not relaxed; determining that a second set of criteria is met for not relaxing the evaluation; and in response to the determining that the second set of criteria is met, exiting the relaxation mode to perform the evaluation using the normal evaluation period.

Abstract: Techniques discussed herein may better ensure efficient fine time tracking during a second cell (SCell) activation procedure by using a tracking reference signal (TRS) that is User Equipment (UE) specific. A primary cell (PCell) may provide a UE with a TRS configuration that includes a UE-specific reference signal (RS) with periodicity or aperiodicity. In response to receiving a SCell activation command from the PCell, the UE may perform cell activation with fine time tracking in accordance with the UE-specific RS. As the delay time for the UE-specific RS may be less than the delay time for a system synchronization block (SSB) from the SCell, use of the UE-specific RS may expedite the cell activation procedure.

Abstract: The present disclosure relates to devices, apparatuses, and methods for enhanced PHR reporting in support of UE antenna scaling. A wireless device, which comprises at least one antenna array each comprising a plurality of antenna elements may perform antenna scaling by activating or deactivating at least one of the plurality of antenna elements (with corresponding RF chains) of one or more antenna arrays. The wireless device may generate a power headroom (PHR) report based at least on a difference between beamforming gains obtained after the antenna scaling and before the antenna scaling. The wireless device may then send the PHR report to a base station in communication with the wireless device.

Abstract: Systems and methods for analyzing a validity of an early measurement report (EMR) measurement result are described herein. A base station may configure a threshold value for EMR result validity and receive, from a user equipment (UE), a first measurement value corresponding to a first time at or before expiration of a timer associated with idle mode or inactive mode measurements. The base station receives, from the UE, a second measurement value corresponding to a second time when a radio resource control (RRC) connection setup or resume procedure starts. The base station then determines, based on a comparison of the threshold value to a difference between the first measurement value and the second measurement value, whether the EMR result is valid.

Abstract: Techniques discussed herein can facilitate back-off mechanisms for inter-cell mobility. One example aspect is a baseband processor configured to: receive a unified transmission configuration indicator (TCI) from a first serving cell where the unified TCI is associated with a second serving cell; in response to receiving the unified TCI, transmit an ACK message to the first serving cell; communicate with the second serving cell; configure a time window subsequent to transmission of the ACK message; and perform a fallback operation when a dedicated signaling from the second serving cell is not received within the time window.
