Methods and apparatus for wireless communication include applying a compression algorithm to a data flow, and evaluating a level of compression of the data flow resulting from the applying of the compression algorithm. Further aspects include determining when the level of compression of the data flow is below a first threshold, and disabling compression of the data flow when the level of compression is below the first threshold. Additional aspects include determining when the level of compression of the data flow is above a second threshold, and enabling compression of the data flow when the level of compression is above the second threshold, wherein the second threshold is greater than the first threshold.

Aspects related to pre-configuring for a serving cell change to neighbor cells are described. In one example, a user equipment (UE) may camp on a first cell. The UE may receive at least one communication including target cell pre-configuration information for one or more neighbor cells eligible for pre-configuration. The UE may determine that the first cell is no longer providing adequate service and identify a target cell, which may be one of the one or more neighbor cells, but is not part of an active set for the UE. The UE may transmit a message (e.g., Event 1d) requesting a serving cell change to the target cell. The UE may configure to receive service from the target cell based on the pre-configuration information associated with the target cell. The UE may receive an indication to perform the serving cell change and perform the serving cell change.

An RRC request message includes a non-access stratum (NAS) service request. Apparatus and methods are disclosed for power control of uplink transmissions by a user equipment in a way that can reduce interference to neighbor cells. Various aspects of the disclosure decouple the power control for uplink data transmissions from the power control for uplink for a control channel transmissions. For example, one type of power control command may be utilized to control the power the UE utilizes to transmit data channels such as the DPDCH and/or the E-DCH (e.g., the E-DPDCH and the E-DPCCH). Further, another type of power control command may be utilized to control the power the UE utilizes to transmit control channels such as the HS-DPCCH. In this way, the uplink data channels, which can cause substantial interference to neighbor cells, can be power controlled by those neighbor cells to reduce that interference. Moreover, the control channel corresponding to the downlink data transmissions can be controlled by the downlink serving cell, thus ensuring reliable feedback corresponding to those downlink transmissions.

Methods and apparatus for offloading traffic from a cellular network to a wireless local area network (WLAN) are described. One example method generally includes receiving, from a serving base station, a request to measure one or more WLAN access points (APs), determining one or more metrics for the WLAN APs, comparing the metrics for the WLAN APs to a threshold, and reporting metrics for at least a first AP of the WLAN APs if the metrics for the first AP exceed the threshold.

A method and apparatus for wireless communication may provide for reduced data loss during mobility events in a wireless communication network capable of downlink carrier aggregation. Some aspects of the disclosure provide for maintaining data corresponding to a flow in at least one buffer at a Node B when the Node B acts as a serving cell for the same UE both before and after a serving cell change. Another aspect of the disclosure provides for transferring buffered data from a Node B that acts as a serving cell for a UE before a serving cell change, to a Node B that acts as a serving cell for the UE after the serving cell change.

Aspects of the present disclosure relate generally to wireless communication systems, and more particularly, to estimation of an uplink channel capacity. In an aspect, provided is a method of wireless communication, which may include determining whether a current transmit time interval (TTI) is relevant for computing the uplink channel capacity estimate, determining the transmission type of the current TTI where the current TTI is relevant, determining whether data is transmitted during the current TTI, computing a data capacity value based on at least one upload channel parameter, summing the data capacity values of TTIs from a window length start TTI to the current TTI to generate a data capacity sum, computing the uplink channel capacity estimate as a ratio of the data capacity sum to a total time period of all relevant TTIs during a window length interval, and accordingly adjusting a transmission rate of output traffic.
