Abstract: PROBLEM TO BE SOLVED: To reduce the storage capacity of a memory provided in the compression coding/decoding device in an image information transmission system in compliance with the Motion Picture Experts Group(MPEG) or the Joint Photograph Experts Group(JPEG) or the like. SOLUTION: In an encoder 1 as a compression coder applying compression coding to a received image signal in compliance with the standards such as the MPEG, other compression/expansion is conducted by using a signal compression circuit 11 and a signal expansion circuit 12 than the main compression coding which is conducted by using a motion detection/compensation processing circuit 9, a discrete cosine transformation/quantization circuit 4, a Huffman coding circuit 5. Thus, the storage capacity of the memory 2 is reduced by reducing the information quantity to be written in a memory 2 provided to the compression coder. Moreover, the storage capacity of the memory 2 provided to the decoder by applying other compression/expansion to the decoder in compliance with the MPEG or the like other than the decoding processing corresponding to the compression coding is reduced.

Abstract: PURPOSE: To reduce circuit scale in the case of simultaneously detecting a frame motion vector and a field motion vector. CONSTITUTION: A reference frame block is supplied from a memory 20 to a feature extracting circuit 21A, and a retrieval frame block is supplied from a memory 30 to a feature extracting circuit 31A. At the extracting circuits 21A and 31A, matching elements for frame are provided by dividing the frame block into small blocks and integrating picture elements constituting the respective small blocks. The frame motion vector is provided by performing matching processing while using the matching elements provided from the extracting circuits 21A and 31A. The odd-numbered field motion vector and the even- numbered field motion vector are provided by performing matching processing while using a matching element for odd-numbered field and a matching element for even-numbered field which are provided by dividing the matching elements provided from the extracting A feature extracting circuit for providing the matching elements for field is not required.
