Abstract: An apparatus and a method for transmitting and receiving a text message by using a portable terminal are provided to enable a transmitter to set importance of the text message and transmit the text message, and output message reception notification in case of an emergency text message until a receiver checks the received text message. In a method for transmitting and receiving a text message, a first portable terminal sets importance information of a message when making a text message and transmits the made text message to a second portable terminal.
