A receiver-side provider call processing apparatus receives a phone call message requesting a call connection - the phone call message includes a sender number, a receiver number, a subscriber number, and a name of a sender-side provider - from a sender-side provider call processing apparatus, and establishes a phone call between a receiver terminal and a sender terminal based on the phone call message. Then, when a voice phishing phone call report for the connected call is received from the receiver terminal, the receiver-side provider call processing apparatus provides information including the sender number, the subscriber number, and the name of the sender-side provider to a voice phishing phone call information providing server, and requests the registration of the voice phishing phone call. The information on such voice phishing phone calls is provided to Internet phone providers, and the Internet phone providers prevent the voice phishing phone calls based on the information.

PURPOSE: An apparatus for controlling peer-to-peer and a method for controlling transmission overlay are provided to enhance the transmission quality of contents by generating stable and efficient P2P(Peer-to-Peer) overlay. CONSTITUTION: A peer registration unit(210) registers plural kinds of peer information, and an overlay generating unit(220) receives an overlay generation request of desirable contents from a request peer among the plural peers. The overlay generating unit generates not only a P2P overlay based on the information of a network to which plural peers are connected but also the plural kinds of peer information.
