PURPOSE: A super-resolution video bit stream analyzing device is provided to reduce unnecessary time by analyzing an encoded video bit stream of a super-resolution video. CONSTITUTION: A video decoder(103) extracts texture information by decoding a video bit stream. An interface(102) displays encoding information and an original image of a video by using original information and the encoding information. The interface displays the extracted texture information according to the need. Encoding information database(104) stores the encoding information derived through a decoding process. A super-resolution video is provided in a YUV type. PURPOSE: A streaming service device for a universal video access based on scalable video coding and a method thereof are provided to easily check the properties of SVC video hierarchical data. CONSTITUTION: An SVC(Scalable Video Coding) contents file parser unit(322) receives an SVC contents file from a streaming server. The SVC contents file parser unit divides an SVC NAL(Network Abstraction Layer) unit included in the SVC contents file into a base layer and an enhancement layer. An SVC NAL selecting unit(324) selects the SVC NAL unit corresponding to a client type of each terminal. An RTP(Real-time Transport Protocol) packet generator(326) transmits the SVC NAL unit selected according to a client type to a corresponding terminal.

PURPOSE: An initial buffering time determining method for a progressive media streaming service and a system thereof are provided to supply static buffer operation structure through the minimum buffering time. CONSTITUTION: An initial buffering time determining method for a progressive media streaming service and a system thereof are as follows. A packet for a progressive streaming service is received(S710). Probability of the received packet loss is calculated based on time value buffered in a buffer(S720). In case that probability of packet loss is higher than selected value, the buffering time for preventing packet loss of the buffer is calculated(S730).

A method and apparatus for an adaptive HTTP streaming service using metadata for contents are disclosed. The metadata of the contents may be efficiently divided according to the purpose of use of a terminal through general media information or specific media information and transmitted to the terminal. A group includes one or more representations of the contents. The metadata includes a group element which provides a summary of the attributes of the one or more presentations included in the group.
