    Abstract: A panel intended for use as a vacuum enclosure, comprising a pair of spaced sheets defining between them opposite walls of the enclosure, and a spacer assembly located between the sheets and adapted to maintain the sheets at the desired spacing, said spacer assembly comprising a pair of bearing pads positioned on the inside surfaces of the sheets at mutually opposite locations, a spacer element received between the bearing pads which spacer element is formed with substantially spherical bearing surfaces cooperating with the bearing pads, and spring means incorporated within the spacer assembly adapted to allow a limited degree of relative movement of the sheets in a direction substantially at right angles to the plane of the sheets.

    Abstract: Systems and methodologies are described that facilitate relocating an IP buffer from a conventional location in a user device handset to a radio-access network (RAN) interface in order to reduce acquisition delay in the user device. By performing IP buffering at the transmission side of a forward link transmission, acquisition time can be reduced by approximately 5-7 seconds. Additionally, a physical layer aware encoder can be employed, which has knowledge of transmission constraints associated with, for example, a conventional DVB-H transmission protocol, and can parse streaming media into 1-second segments that can be pre-packaged in a current superframe for display at a subsequent time.

    Abstract: Methods and systems for distributed arbitration in a push-to-talk communications system are disclosed. A server receives talk requests from user communications terminals in a push-to-talk communications system. The server generates state information based on the talk requests and delivers the state information to the user communications terminals. The user communications terminals execute a distributed arbitration algorithm to determine which user communications terminal should have possession of a communications channel among user communications terminals with simultaneously pending talk requests based on the state information.
